This is the Starrett 449 Series Micrometer Depth Gage with Non-Rotating Blade includes a .045″ thick x 1/8″ wide (1.2 x 3.2mm) blade that can be turned with the fingers and positioned at any angle relative to the base. The set sits well protected and secure in its original box with foam padding.
The case shows some minor wear. The set however appears to be excellent condition with very little signs of use.
